A DIALOGUE ON THE FUTURE OF GOVERNMENT SERVICES

I would like thank you for your honorable presence, thank the Government of the Emirates, in particular the Government of Dubai represented by His Royal Highness Sheikh Mohammed bin Rashid for giving me the opportunity to present to you and the world today from my new home, dear to my heart: Dubai.

Most of governments are at a very vulnerable moment when it comes to the next generation of the internet. Governments try to keep pace, instead of moving things forward. Governments are trying to help in educating their youngest citizens, but are struggling with the mental health crises brought by the pandemic — as their services are largely un-digitized and relatively inaccessible to theirf people who’ve grown up as digital natives. Governments are collecting data from their citizen through sources like Covid apps, biometric passports and Digital IDs — which will start outpacing physical ID use this year — but most of their IT systems haven’t been fully updated since they were originally built. Governments are deploying digital ministers and tech ambassadors, but might soon lose control over the web due to the blockchain – all while dealing with the fact that several countries are pursuing the goal of becoming cyber sovereigns, nationalizing their AI, and deploying it onto their own citizens with unclear, potentially unsettling outcomes.

You as the governments are on your own on this, it might seem like. But I’m here today to help offer you some solutions by sharing my vision with you. I was in my early Twenties when I built the world’s first modern 3D engine and a games company, Crytek, that led to first deals with government agencies across the world to bring gamification to their services. My company went on to revolutionize the gaming industry.

Now, twenty years later, I am working with governments again.

During the first quarter of this year, I entered into contracts with the Prime Minister’s Office of UAE, the Ministry of Health and Prevention of UAE and the Emirates Health Service through my organization: The TMRW Foundation.

My core belief behind my life’s work is that in my children’s generation — and subsequently the entire planet — will be a world of gamers. 6 billion to be exact. And to harness our full human potential, the main way of interaction with our world and our everyday life has to be gamified. Some governments have understood that. According to a report by Deloitte, The U.S. government approved $65 billion for a nation-wide broadband upgrade The government of Spain announced a $22 billion investment to accelerate digitalization and a PPP worth $62 billion, and South Korea has announced a Digital New Deal worth $7.5 billion with a focus on A.I. and the metaverse … the global race has begun.

If you look closer, it’s currently the civic level which is breaking ground on new virtual layers for their citizens: The South Korean capital, Seoul, announced the development of a metaverse platform this year. Several cities in China are building public metaverses, including Shanghai, which included the development of a public metaverse in its five-year plan. In the U.S., Los Angeles is building a public metaverse primarily for entertainment and tourism. However, most metaverses share common problems: you don’t know who you are dealing with behind the avatars; and you need cumbersome hardware to enter, biases are rife.

Enter my vision: The Internet of Life. As we speak, my team is building a browser-based metaverse built on patented technology for real-time human presence, enabling citizens, businesses, institutions, governments and society to interact in a new, inclusive way. Our first customers, the Prime Minister’s Office of UAE, the Ministry of Health and Prevention of UAE and the Emirates Health Service have understood that this is the beginning of something much larger. A metaverse in which planet, people and sustainable profits can co-exist.
